Why this page hedges the number
Most of SafarCheck's Zamzam pages quote an airline's own published wording. PIA is different, and we would rather say so than pretend otherwise. Every piac.com.pk page returned an automated-access block when we checked, and the one page that should carry this rule, PIA's official baggage-acceptance policy for the Kingdom of Saudi Arabia, does not mention Zamzam at all in its readable content. That page lists per-piece weight and dimension limits and a list of banned items, and stops there.
So where does the "free and extra" figure come from? From pilgrim-travel comparison sites, several of which independently list PIA as carrying one sealed 5-litre container free and in addition to the normal allowance from Jeddah and Madinah. That is better than a single blog, and it lines up with the wider Saudi practice for Hajj and Umrah pilgrims, but it is still not PIA's own words. The practical takeaway: plan for one sealed 5-litre container, expect it to be carried, and confirm at check-in whether PIA is treating it as free-and-extra or counting it inside your allowance on your specific route. Where PIA carries Zamzam from, and how to buy it
PIA is reported to carry Zamzam from Jeddah (JED) and Madinah (MED), the two airports most pilgrims fly home from after Umrah and Ziyarah. At both, official Zamzam counters near the check-in halls sell the approved 5-litre pack: shrink-wrapped, printed seal, carrying handle. Buy it as soon as you reach the terminal, before you join the PIA queue. In Hajj season and the last days of Ramadan the counters build long lines, so budget an extra 30 minutes.
At the PIA counter, hand the sealed pack over separately so it can be tagged and sent to the hold with the seal intact. Do not open it, do not decant it into your own bottles, and do not bury it in a suitcase, or it will be refused. If your route or the counter treatment is unclear, ask the PIA agent to confirm whether the container is free-and-extra or counted in your checked kilos for that flight, so there are no surprises at the scale.

Zamzam never rides in the cabin on PIA, and not only because of the rules. The 100 ml cabin liquid limit applies at security, and PIA's own notice restricts liquids, gels and perfumes in hand baggage on its sectors. Beyond that, PIA's cabin allowance is a single 7 kg piece, which fills fast once a prayer mat, a power bank and a change of clothes go in, so there is no room for 5 litres of water up front anyway.
